Water Testing Related to Martinez Refining Company Incidents

The City of Martinez Water Plant has been tracking recent events at the Martinez Refining Company.

The Water Plant uses multiple treatment processes to ensure its drinking water meets State standards. These processes include coagulation, flocculation, sedimentation, ozonation, filtration and chloramination. The City also recently completed a major infrastructure project, which significantly improved the efficiency and reliability of the ozonation process. The newly constructed ozonation facility provides reliable disinfection of the drinking water and removal of wide range of contaminants, including metals. If any significant release of metals makes its way into the drinking water supply, it would be readily removed by all of the above-mentioned treatment processes, in addition to being oxidized by ozonation.

To ensure that drinking water has not been affected by the refinery's major chemical release, we test the water at the treatment plant and distribution system for the contaminants (metals) of concern after incidents occur.

Ozone System Upgrades Project is Completed

On October 25, 2021 the Martinez Water System switched from Ozone to Chlorine disinfection of the City’s drinking water to allow for the completion of a capital investment project aimed at improving drinking water quality, increasing operational efficiency and reliability, and bringing the ozone treatment system up to current industry safety standards.

On June 16, 2022, Martinez Water Treatment Plant turned on the newly upgraded ozone facilities and is currently producing high quality drinking water for the community.

California enforces some of the strictest water standards in the country, ensuring our water quality to be among the highest in the world. The Martinez Ozone System Project upgraded the water plant facilities with the latest treatment technologies, increasing the operational reliability, efficiency, and the quality of City’s drinking water. All stages of the project have been coordinated with the regulatory officials to ensure full compliance with State and Federal water standards.

Can I make my Water Bill payment using DOXO?
City of Martinez is not affiliated with the www.doxo.com. Processing a water payment through this website could cause a delay of up to 10 business days for your payment to be received and posted to your account. This may lead to late penalties being assessed on your account or your water being shut-off. You may pay your water bills with American Express, Discover, Visa or MasterCard directly on our website at https://martinez.munisselfservice.com/css/citizens/UtilityBilling/Default.aspx without any convenience fees and your payment will post immediately to your account. You may also view your current account balance, payment history, usage charts and access up to 24 months of your water bills by using the City’s website.
How do I set up an Electronic Funds Transfer (EFT)?
Go to the City Self-Serve webpage, click on Citizen Self Serve, then Utility Billing on the left tool bar. Once on the Utility Billing page, enter your Account Number and Customer ID and click search. When your name and address pop up, click manage bill on the far right of the screen, and at the top right there is an option for EFT enrollment.
How do I set up an Electronic Funds Transfer (EFT) if my bank is not listed on the Citizen Self Service website or I cannot access my computer?
Download and complete the EFT Application and email the form to waterbilling@cityofmartinez.org with a scanned copy of a voided check or mail the form to City Hall, ATTN: Water Billing Department, 525 Henrietta Street, Martinez, CA 94553.
How do I terminate my Electronic Funds Transfer (EFT) if I cannot access the form through the Citizen Self Service website or I cannot access my computer?
Go to the Payment Portal, click on Citizen Self Serve, then Utility Billing on the left tool bar. Once on the Utility Billing page, enter your Account Number and Customer ID and click search. When your name and address pop up, click manage bill on the far right of the screen, and at the top right there will be options to manage your EFT.
I just purchased a home in Martinez, how do I sign up for water service?
Download and complete the Water Application and email the form to waterbilling@cityofmartinez.org with a copy of a valid ID (Driver’s License, Passport, etc.) and one of the following below:
- Settlement Statement
- Deed (if you’re the owner)
- First and last page of your lease (if you’re a tenant)
Note: Not all Martinez addresses are serviced by the Martinez water system. If the account falls within the Contra Costa Water District, please call (925) 688-8044.
I am the owner and my tenant moved out, do I need to transfer the water billing account under my name?
Yes. Download and complete the Water Application that will need to be filled out and emailed back to waterbilling@cityofmartinez.org with a copy of a valid ID (Driver's License, Passport, etc.)
I just moved out of my residence, how do I shut off the water service under my name?
Download and complete the Shut Off Request Form and email the form back to waterbilling@cityofmartinez.org or via U.S Mail to

Please be sure to include the forwarding address where the last billing statement should be sent.

Note: Water shut off requests are done during normal business hours, Monday - Friday, 8:00 a.m. - 5:00 p.m. Requests made over the weekends or holidays will take into effect on the following weekday. Final water bills will be sent within 2-3 weeks from the date of the request.
What is the service charge listed on my billing statement?
A service charge consists of water delivery to residents, water treatments, meter readings and meter maintenances, whether or not water is utilized at the address or unit.
What do I do if I find water in my meter box? Do I need to get my water meter checked?
Email waterbilling@cityofmartinez.org with your contact information, the address, and the issue you are experiencing.
What do I do if I see water in the middle of the street?
Immediately call the Corporation Yard at (925) 372-3580 during normal business hours, Monday - Friday, 7:00 a.m. - 3:30 p.m. After hours, please contact the Martinez Police Dispatch at (925) 372-3440.
Why do I suddenly have an increased amount on my water bill?
Email waterbilling@cityofmartinez.org to request a reading of your water meter. A crew member will assess the issue to determine a possible leak on your property, and that the meter is operating properly.
Can I get an adjustment on my bill after the leak on my property has been repaired?
Download and complete the Leak Adjustment Form including proof that the leak has been repaired, and send it via email it to waterbilling@cityofmartinez.org or via U.S Mail to

Once received, your request will be reviewed and any adjustments will be reflected on the next water bill.
Why do I have a low water pressure?
Low water pressure may be a result of a bad pressure regulator that some customers may have in their home. Issues related to the regulator is the responsibility of the customer and may need to contact a plumbing service for further assistance.

If a water main break has occurred within proximity of the address, low water pressure is known as water crews work to repair the main break. This is typically resolved within a few hours.
