The Capital Improvement Program (CIP) budget is for expenditures on capital projects, focusing on the design, planning, and construction of major projects on public facilities including streets, curb ramps, storm drain, creeks, traffic signals, parks, buildings, marina, and water treatment/ distribution system.  The CIP provides a five-year plan for projects that are in progress or will be undertaken, with funding provided during the next two fiscal years.  Extensive program funding is provided through local and regional measures funded by sales taxes (Measure D, Measure J), state gas taxes, development impact fees, bond measures (Measure H and Water Bonds), enterprise funds (Water, Parking, CCC Sanitary District No. 6), and State/Federal grants.
