Who to Call with Issues and Concerns

The City has put together a new list for residents with helpful information on programs and resources available. This Resource includes County programs, contact information, and useful tips on how to help people obtain services. 

When to contact CORE (via 211 or email to CORE@cchealth.org):

  • Call 211 if there is a need for social services (basic food and hygiene, access to shelter bed, medical, mental health, etc.)
  • Call 211 to address homeless encampments. (Please reference Contra Costa’s Homeless Abatement Protocol (https://cchealth.org/h3/coc/pdf/Encampment-Protocol.pdf)
    • The purpose of the Homeless Encampment Action protocol is to develop a standard process for municipalities and special districts to identify, respond to, and remove homeless encampments within Contra Costa County. The procedures set forth in this document are intended to facilitate the removal of encampments while supporting the relocation of the encampment inhabitants into shelters.

 When to contact the Anyone, Anywhere, Anytime (A3) Program (via 844-844-5544):

  • Call 844-844-5544 if someone is experiencing a behavioral health crisis.
    • A3 provides timely and appropriate mental and behavioral health crisis services. If you or someone you know is experiencing a behavioral health crisis, call the A3 Miles Hall Crisis Call Center at 844-844-5544. The Call Center operates 8 a.m. - 12:30 a.m. daily. When to contact the Martinez Police Department (via 911 for immediate threat to life or property, or 925-372-3440 for other criminal activity):

  • For issues of illegal public conduct, which includes loitering, prowling, fighting, trespassing, aggressive panhandling, indecent exposure, behaving in a threatening manner, and more. (Note that CORE is not the response team for anything criminal in nature, local law enforcement is).
    • Call 911 for emergencies involving an immediate threat to life or property including medical emergencies.
    • Call (925) 372-3440, Martinez Police Dispatch, for all other police matters, including merchants with unhoused individuals who refuse to leave or are creating a disturbance.

Additional Tips:

  • If you feel inclined to help, please do not provide direct assistance, instead refer to 211.
  • Do not permit anyone to camp or loiter on your property.
  • Do not allow anyone to store shopping carts, bedding or other personal belongings on your property.
  • Trim landscaping to eliminate hiding places.
  • Avoid confrontations.
  • Focus on both outreach and enforcement with the goal of helping people obtain services.
