The Martinez City Council's Public Art Policy, established on July 6, 2022, sets out clear guidelines and procedures for commissioning, evaluating, and potentially approving/rejecting publicly accessible visual art on public property. The policy also outlines the process for accepting or declining gifted artwork. A significant aspect of the policy is the clarification that all public art on City-owned or controlled property constitutes government speech/property.

To facilitate the submission of proposals for public art installations, the City has introduced an online application form, which is the preferred method. However, applicants can also utilize a fillable PDF application.
