The City of Martinez has formed eight (8) LLADs to provide street lighting and maintenance of landscaping over public rights-of-ways, easements, and properties throughout the City. The installation and maintenance of the improvements is considered a special benefit for which an
annual assessment is levied upon the properties located with the districts.

The Districts generally provide for landscape maintenance and in some instances lighting on the neighborhood collectors and arterials that border these developments. Costs are tracked separately for each LLAD by the City Finance Department and any surplus or deficit in each fund is carried forward to the next fiscal year. The majority of the landscape maintenance is provided by a landscape maintenance contractor.

Assessments within each LLAD vary depending on the nature and scope of the maintenance performed in each LLAD. Assessments are levied in proportion to the estimated benefits to be received by the parcels from the landscaping and in some cases lighting improvements. The method of assessment for each district reflects the method employed upon formation of each LLAD, respectively.
